No one seems to be factoring in charter schools. BPS has lost thousands of students over the past twenty years to the increasing number of charter schools in the city. The two main syphons - KIPP and Brook Charter schools. If we want to improve enrollment to BPS schools, we must make BPS schools more attractive then charter schools. There hasn't been any effort to dissuade families from sending their children to charter schools. Why?
