I don't understand why BPS would disregard the native languages of non-English speakers. If we are to create a welcoming environment for all students, we must include their backgrounds, culture, and languages in creating that eenvironment. W.hen that doesn't happen, students become disengaged from school, don't want to participate in the learning process, and fall behind their peers. This leads to discipline issues and truancy.
